Call for application

PhD in Economics - Deadline June 30, 2008

The PhD in Economics at the University of Bologna is carried out in respect of the following main and general rules and regulations:

1) art. 4 of the law of 3 July 1998 n. 210 bearing the regulations on the research doctorates;

2) the Ministerial law n. 224 of 30 April 1999 concerning the research doctorates;

3) the "University regulations for the institution of research doctorate courses and schools" in force.

Article 1. Institution

PhD in Economics

Administrative Main Office: Alma Mater Studiorum – University of Bologna

In Consortium with: University of Modena and Reggio Emilia

Proponent Structure: Department of Economics

Length of the course: 3 years

Ordinary Positions: a minimum of 12

Grants: a minimum of 6. Additional grants may be available.

Additional grants may be available after the publication of the present announcement. Grants provided by external institutions can be assigned according to the agreement between the University and the aforesaid Institutions. Grants explicitly contemplating a specific research activity bind the assignees to carry out such an activity. The PhD in Economics will be activated upon enrolment of a minimum of 3 students.

Article 2. Admission procedure

Admission is decided on the basis of an assessment of the candidate's previous education and attitude to scientific research, based on the submitted documentation.

Article 3. Application requirements

Candidates of any age and citizenship can apply if they are in line to complete their Master (second cycle of higher education) Degree no later than September 20, 2008. Such Degree must be one of the following:

*

an Italian university degree - pre-reform regime (4 years);

*

an Italian laurea specialistica (3+2 years);

*

an equivalent academic title conferred by foreign institutions, recognised as equivalent to an Italian title by the relevant academic authorities, also considering inter-university specific agreements of cooperation and mobility.

Candidates with a foreign educational qualification, whose length is at least four years, must apply attaching to the application the Degree certificate with a list of exams, officially translated into Italian and authenticated by the relevant diplomatic authorities or Italian consulates in the country of origin, according to the laws on foreign-student admission in Italian Universities.

In case of impossibility to send the documents translated by the diplomatic authorities within the application deadline (June 30, 2008), candidates can send together with the application a copy of the original documents translated into English or Italian with a self-declaration that the translation is equivalent to the original document. In such a case, the candidate will be admitted to the selection procedure on condition of delivering the required documents by September 20, 2008, provided that they have regularly enrolled to the PhD course (see article 8). The foreign academic Degree can be recognised as equivalent by the Advisory

Board, with the unique purpose of evaluating the candidate's qualifications. Any integration of the documents presented can be asked to the candidate.

Candidates are admitted to the selection process subject to verification that the required documentation has been submitted. The University administration can then decide at any moment, with a justified decision of the Rector, to exclude a candidate from the selection process or from the PhD program.

Article 4. Application for admission

The application procedure involves two steps.

STEP 1

From May 1 to June 30, 2008

candidates must pay the application fee of € 42,00 by using the on-line system at

STEP 2

The following documents, together with proof of the payment in step 1 (summary form, payment form and receipt) must be received by the Department of Economics (see below, letter b), no later than June 30, 2008

:

1. CV in English;

2. Statement of purpose: no more than 2 double spaced pages in English with a short description of the candidates' academic background, their research interests and their expected professional goals;

3. Degree transcript with a detail of the last (or highest) degree obtained (or to be awarded before September, 20 2008), in the form of a simple certificate/ transcript/ grade-sheet from the candidates' university, showing the final (or intermediate) results obtained. The document should contain an explanation of how to interpret the received grades, for example in the form of the correspondence between the grading system of the candidate's institution and the US scale A, B, C, D, F, where F means Fail.

4. Two reference letters: of which at least one must be from an academic referee;

5. Proof of English proficiency for non-native speakers of English: TOEFL or equivalent certification, as well as any other document or statement indicating that they are capable to communicate in English;

6. Any other document or qualification relevant for the evaluation of the candidate (for instance, the Graduate Record Examination (GRE), if available);

7.

Printed proof of the payment as in step 1 (summary form, payment form and receipt).

The application can be sent with one of the following transmission procedure:

b) recorded-delivery letter with advice of receipt or by express courier addressed to:

The date of the application is established and attested as follows:

*

in case of electronic or standard mailing: the relevant date is the receiving one, and not the

sending date

*

in case the application is delivered in person: the relevant date is the one certified on the application

by the personnel of the Department of Economics that is responsible for receiving the application.

Candidates will receive confirmation that their application has been received.

The University administration does not take responsibility for lost mail if the candidates provide the wrong

address, either by not notifying, or notifying late, a change of address in the application form, or any postal or

communication problems attributable to a third party, by a fortuitous event or events beyond control.

Article 5. Admission Board

The Admission Board is composed by three members chosen among University professors and may include

also no more than two experts chosen from research institutions both public and private.

Article 6. Assessment Criteria

The minimum eligibility score to qualify and be admitted in the Phd Program is 60 out of 100 points. The

documentation submitted by the candidate will be evaluated on the basis of the following criteria:

*

academic degrees;

*

statement of purpose;

*

academic references;

*

proficiency in English;

*

publications;

*

other relevant qualifications.

Article 7. Admission

Admission to the PhD Program will be decided on the basis of the criteria defined in art. 6. The ranking of the

candidates will be announced no later than

July 18, 2008.

The ranking of the qualified candidates will be posted and can be viewed with restricted access only for the

participants to the selection at

https://www.almawelcome. unibo.it/ almawelcome/ home.jsp, logging-in with the

username and password obtained after completing the application procedure and selecting the button

"visualizza graduatoria" .

The ranking will be also available on the website of the PhD in Economics:

www.phdeco.unibo.it

Eligible candidates in at least the first 6 positions of the ranking will be offered grants financed by the

University of Bologna. Candidates in the subsequent positions - up to a number equal to those with grants - and who have been assessed as eligible will be offered a place without a grant. Candidates belonging to countries having a specific inter-governmental agreement with Italy and a relevant agreement with the university (with no mandatory financial commitment for the University of Bologna), if eligible, may be admitted beyond the above positions.

Article 8. Enrolment

By July 28, 2008 candidates who have been offered positions with or without grants must enrol into the PhD

Students who do not enrol within the deadline, as described above, will be considered as students who refuse the admission. By September 20, 2008 candidates with a foreign academic qualification who have been conditionally enrolled following the above procedure, must provide an original degree diploma with the translation and the authentication from the relevant diplomatic authorities or Italian consulates in the country of origin.

Candidates who have graduated in an Italian University after June, 30, 2008 must provide their degree or in alternative may provide a self-declaration with indication of the name of the university, degree, date of graduation with a copy of ID.

Non-EU citizens have also to produce an entrance visa and a valid permit to stay in Italy, before the beginning of the courses.

Art 9. Payment for course admission and attendance

Students who receive a grant from one of the following Institutions are exempted from any tuition fee:

*

University of Bologna;

*

Partner Universities;

*

Departments and/or Centres belonging to the University of Bologna;

*

Research Institutions;

*

Foreign citizens who receive a grant from the Italian Ministry of Foreign Affairs.

Art 10. Grants

Grants are assigned according to the ranking drawn up by the Admission Board.

The yearly amount is approx. € 10.000,00 net.

The amount of the grant is increased by 50% for stages abroad of no less than a month and no more than 18 months.

The grants are delivered by monthly payments. The grants are incompatible with other grants, except those delivered by national or international Bodies to cover research activities during stages abroad.

The grants are renewed for the successive academic year, subject to the fulfilment of merit prerequisites assessed by the Advisory Board. If the students interrupt their studies, they must refund the university for the amount received beyond the period of regular attendance that has been certified by the Advisory Board.

Art 11. Students' obligations and rights

All students are required to attend the PhD courses and carry out the studies and research activities annually planned by the Advisory Board. If this does not occur, they can be excluded from the PhD Program.

Subject to the decision of the Advisory Board, attendance of PhD courses can be suspended in the following cases:

a) maternity;

b) serious and documented illness.

A student can be dismissed from the PhD Program by the Advisory Board with a motivated decision in the following cases:

1) an unsuccessful score assigned by the Advisory Board to the student's performance;

2) the student is engaged in paid work without previous authorisation from the Advisory Board;

3) long and unjustified absences.

Art 12. Compatibility

For the entire duration of the course, the enrolment in one of the following alternative courses is forbidden:

-

Undergraduate degree;

-

University Master;

-

PhD;

-

Specialisation School.

PhD students can carry out some limited teaching activity in support of institutional courses, provided the latter is authorised by the Advisory Board. Teaching at the university is facultative. PhD students can carry out a training activity with a compatibility declaration provided by the Advisory Board.

Art 13. Conferring of the PhD Degree

The PhD Degree is conferred by the Rector at the end of the PhD Program to the students who have achieved scientific results of significant value supported by a final written dissertation, after passing a final examination which can be repeated only once.

Art 14. Privacy

The University administration commits to use the personal information provided by the candidate, only for the entrance examination and for institutional purposes. Participating to the admittance selection process implies implicit consent that the personal information of the candidate and the information concerning to examinations will be published on the Internet site of the Alma Mater Studiorum - University of Bologna.
