Course presentation

Why a Training Course for Ombuds of fices staff and advocacy organisations on Human Rights Education with Children? The Council of Europe launched a Programme "Building Europe for and with Children" in 2006 with the objective of formulating policy guidelines and establishing good practices in promoting children’s rights and
standing up against violence against children. In 2007, a first training course on human rights education with children took place as a contribution of the Directorate of Youth and Sport to the Council of Europe Programme that follows an integrated approach. The follow up and recommendations produced as a result of this course led to the development of two other training courses on human rights education with children that will take place in October this year. One of them is a training course targeting trainers (A), the other one is targeting professionals and volunteers from
various backgrounds working in European ombuds offices and advocacy organisations (B). The two training courses will be held at the same time and will use COMPASITO - manual on human rights education for children as a focus. This call targets those who are interested in participating in the training course (B).

The Convention of the Rights of the Child was ratified nineteen years ago and accepted by almost every state. This, however, does not mean that children’s rights are respected everywhere. Children are young citizens and ’rights-holders’ of
the present and are competent in formulating solutions for many problems in their life. It’s up to the adults around them whether they have a chance to express their wishes, participate in decisions and learn from their own experiences. However, children, as adults, need competencies to be able to formulate and express their interest and have an impact on their own life and their community. Educational programmes, such as human rights education, help both adults and children to work with each other in partnership with this goal. Human rights education with children is an educational process that builds on children’s active participation by
which they learn about human rights and understand human rights’ issues and understand that they are rights-holders themselves. They adapt and apply these rights in their specific context. Through human rights education children acquire skills and abilities to be able to defend human rights and develop attitudes of respect of equality and dignity.

Human rights education should start at the earliest possible age. This is
why ’COMPASITO’ a manual on human rights education with children’ was developed in 2007. The development of COMPASITO was also proposed and supported by those people working on human rights education and used ’COMPASS’ a manual on human rights
education with young people’. In recent years the Directorate of Youth and Sport has accumulated undisputed experience in human rights education. COMPASITO builds on the philosophy and educational approaches of COMPASS and this firm educational experience.

The training
course will focus on COMPASITO € ’¶ a manual on human rights education with children. It presents background concepts essential to human rights education as well as practical activities and methods for use in various contexts. Building on accumulated experience of non-formal education and youth work, this manual focuses on an age group of 7-13 year old children.

COMPASITO and the training course on human rights education with children primarily target staff members of offices of commissioners of human rights working with children directly.

This training course will be covered from a generous financial contribution from the Government of Finland to the Council of Europe.

Overall aim of the course

To develop the competence of professionals working in ombuds offices and volunteers active in advocacy on human rights issues and to integrate and develop practices of human rights education with children in various contexts and using Compasito as a starting point.

Objectives of the course
- To introduce COMPASITO (the manual on human rights education with children) as a tool for working on human rights education with children;
- To develop the participants’ knowledge and competence in key concepts of human rights education with children;
- To familiarise the participants with the approaches and activities of COMPASITO and how to best use it and adapt various contexts and realities to;
- To discuss and develop the essential competencies, skills and attitudes needed for people working with children;
- To enable participants to develop activities and programmes for further working on human rights education with children, at local and national level;
- To prepare activities for disseminating COMPASITO at local and national level;
- To contribute to the development of a pan-European network of professionals working with children on human rights issues.

Methodology of the course

The training course will introduce and be based on COMPASITO € ’¶ a manual on human rights education with children. The working methods of the course will facilitate the exchange of information and will provide training for the development of new competencies. The experiences of the participants will serve as a basis for reflection and discussion of good practice. Contributions by participants and invited experts will give a broad picture of existing theories, initiatives, projects and approaches to working with children on human rights education. Input and discussions in plenary sessions, thematic working groups and workshops on different approaches to human rights education with children will provide further knowledge and understanding of the issue. A particular emphasis will be put on exchanging non formal educational practices in various settings.

COMPASITO
- the manual on human rights education with children will be extensively used throughout the course. COMPASITO documents different methods, educational approaches and practices used in human rights education with children. Furthermore, COMPASITO contains practical activities and thematic material needed for this type of work.

Profile of participants

The course will bring together 25 participants who are:
- Staff members of ombuds offices working on human rights issues who are interested in developing their competencies in working with children.
- Staff members of other governmental institutions working with children directly and are strongly interested in developing their competencies in human rights education.
- Volunteers of organizations active in advocacy and lobbying on human rights issues, particularly issues of childrens' rights and human rights education for children, and interested in developing their competencies on practising human rights
education with children.

In general all applicants should be:
- Working in or in close relation with offices of human rights commissioners OR within relevant governmental organisations, schools, institutions and agencies in Europe;
- Volunteers of organizations active in advocacy and lobbying on human rights issues;
- motivated to contribute to the course and share experiences in the field of human
rights education with children;
- readiness to learn about non-formal education practices;
- able to work and communicate in English or Russian;
- committed to attend the full duration of the activity.

Languages

The working languages for the course will be English and Russian. In order to better adapt the course to the actual language needs of participants, all candidates are requested to state in their application forms all languages that they can work in
comfortably. Candidates must have sufficient understanding of one of the working languages in order to comprehend and complete the application form without assistance from another person.

Preparatory team

The programme of the course is designed and conducted by a multicultural team of experienced trainers. These trainers are experts in the fields of human rights education, working with children and training, some of them recruited from the Directorate of Youth and Sports’ Pool. Other experts, if needed, will support the preparatory team.

Application, procedure and selection of participants

All candidates must apply online using the online application form available at http://coe.opencont ent.it/ .

The preparatory team will select thirty participants on the basis of the profile outlined above. It will try as far as possible to respect the organisations’
priorities, while also ensuring a balance between gender, geographical region, different types of experience, cultural backgrounds and organisations, institutions or projects. A waiting list may be established. Candidates will be informed by 10 September 2008. The accepted candidates will receive the course documentation directly from the European Youth Centre Budapest.

Financial and practical conditions of participation

Travel expenses

Travel expenses and visa costs are reimbursed (upon presentation of the relevant receipts) according to the rules of the Council of Europe. Only participants who attend the entire training course can be reimbursed. Payment will be made either by bank transfer after the course, or at the end of the course in cash (in Euros).

Accommodation

Board and lodging are provided and paid for by the Council of Europe at the European Youth Centre Budapest.

Enrolment fee

An enrolment fee of 55 Euros is payable by each participant. This amount will be deducted from the amount to be reimbursed for travel expenses or paid at the EYC Budapest during the course.
