CfP: Searching for Greek Partners for the STEP (Solution Time for Emmployment Problem)

Dear All,

Business and Professional Women Association (Ankara-Turkey) and Association of Youth Research and Policy Development (Ankara - Turkey) have prapared a project titled : "Solution Time for Employment Problem (STEP)", details of which can be found below.

This project will be submitted to the "Civil Society Dialogue Programme" - "Youth Initiatives for Dialogue" grant scheme, which is currently being carried out in Turkey and financed by the European Union.

All the technical preparations have already been made by the two afore mentioned Associations. Nevertheless, we need a Greek NGO working in the field of youth, as partner to the project.

2. Relevance:
Please describe the following:
2.1 How relevant is your proposal to the needs and constraints of the target country(ies) or region?
With her 30 million young population, Turkey’s production capacity is higher than most of EU countries. However, this capacity will only be realized by the effective implementation of the youth policies on education, employment/entrpren eurship and health, which were emphasised in the EU White Paper[1] and the respect and confidence to the youth. Taking into consideration that in 2012 there will be 500 million unemployed young people around the world, therefore, Turkey should focus on Youth by all her relevant mechanisms, measures and long-term solutions and to protect herself from this unemployment wave. In this framework, a “national youth employment network” should be provided between youth NGOs, local authorities, relevant public institutions and private sector. And all development programmes on this issue should be effectuated. More importantly, the current studies and efforts on youth employment should be supported for sustainability. As a
country who has a huge young unemployment population, Turkey’s young generation have to get knowledge on “participation, self-suffiency, employment, education and European values. It is a vital need rather than an official requirement. Youth policy in Turkey is stated at the Article 58, under the title of “PROTECTION OF YOUTH”, but there is no special law enacted specifically on Young people who compose 30% of total population. Right and responsibilities of youth are handling in the framework of general laws.
2.2. What are the problems to be resolved and the needs to be met?
Together with the sustainable development concept, the definition of poverty has changed. Poverty is no longer perceived as the inadequacy of income. In addition to the minimum needs such as nutrition, shelter, and clothing, additional elements such as access to services like safe drinking water, sewage, electricity; health and education, participation in the governance, making use of basic human rights and freedoms, are being emphasized. As a result of this change in the definition of poverty, sustainable development is started to be analyzed from 3 dimensions (social, economic and environmental) . Within the framework of social aspect, it is aimed to provide efficiency of individuals in decision-making mechanisms by increasing their participatory capacity. In this regard, activation of young people in the decisions regarding themselves, is an important need. Concerning this need, problems and expectations of youth will be determined and possible
solutions will be developed by themselves through an E-Platform which will be established in the framework of STEP Project. It is necessary to improve individual capacity and to reach correct information in order to increase participatory capacity. In this regard, it is very important to give place to European Citizenship module in the training methodology of STEP Project. This module will be consisting of two parts: Legal Rights and Responsibilities of young people and Individual Development. As a result of the studies regarding the problems of youth; employment problem reveals as the second after the education problem among sheltering, transportation, cost of living etc. According to a research which was made by Assoc. Prof. Dr. Hakan ERCAN from Middle East Technical University (METU) in 2004, called “Employment of Young People in Turkey”, 23.4% of total educated young people are unemployed and 40% of unemployed young people are newly graduates.
Naturally, it is impossible to solve all the employment problems of youth in a 12 months-project, BUT, it can be provided to determine the measures that governments have to take on increasing youth employment and employment capacities for young people and to create awareness among young people about their rights through this Project.
2.3 Who are the actors involved (final beneficiaries, target groups)?
The final beneficiaries of the STEP Project determined as young population in the EU and candidate countries, youth NGOs in the EU and national mechanisms dealing with youth issues in the EU. Target group of STEP Project will be 200 university students/graduates from 18-28 age group who are working at the youth NGOs in Turkey and Greece. The reason to chose this age group rather than the EU criteria for youth (15-24 age) is the social structure of Turkey and Greece and the employment age of these countries.
2.4 What are the objectives and expected results?
Overall objectives : To determine the current situation and lacks of the employment policies for youth, to bring solution proposals to the existing problems and to increase social awareness on the subject in order to provide the sustainability of European Youth policies through a dialogue between Youth NGO’s located in Turkey and Greece. 2.5 What is the added value of the action (what adds the action by reference to (central or local) government action and actions implemented by non state actors)? Is gender equality and equal opportunity respected?
Woman participation to the labour force is 25-29%. According to the 2005 OECD Report, woman participation to the employment in Turkey is 24.3%. This percentage will expected to be 60% till 2010 in Turkey as a candidate country, upon EU-Lisbon Strategy. If the general unemployment rate of Turkey is considered, it can be easily recognized that the meaningless of this goal for Turkey. Although, discrimination against women in the employment became legally forbidden in public institutions, practically, it continues to happen in public and private sector. In this regard, the woman ratio in the target group will be specially considered and young women’s problems and expectations about employment will be heavily discussed, in STEP Project. Moreover, to underline the discrimination against young women and to draw the attention to the equal opportunity are the special objectives of STEP Project.

3. Methodology and Sustainability:

3.1 What are the main project activities? Is appropriate credit given to EU support and visibility elaborated in Proposal?
Main project activities are as follows: Preparation and Research Activities (Coordination, Researching EU Youth and Employment Policies, Preparation of Current Situation Reports, Comparative Report and “European Citizenship” Module of Training Curricula, Pre-study on Training Methodology and Curricula), Training Activities (Finalization of Training Curricula Training Seminars and Training Performance Evaluation), Sustainibility Activities (Web-Page Formation, Creation of E-platform, Lobbying Activities), Dissemination Activities (Brochures and Posters, Booklet, International Conference) and Monitoring and Evaluation Activities (Internal Evaluation and External Evaluation, Interim and Final Reports). Within the framework of the visibility principle of the EU, training seminars and an international conference will be held. Visibility and support of the EU will be emphasized in all these seminars and conference and brochures, posters and Project
booklet. Therefore, EU’s support to the youth employment will be underlined. During the publishment of the posters, brochures and other relevant written material, social messages regarding the objective of the Project and the EU contribution will be mentioned and announced to the public through logos, expressions, etc.
3.2 Who will be your main implementing partners, what is the length of your relationship with them and how will they be involved in the project?
Members of the Business and Professional Women Ankara Turkey Club (BPW Ankara) had the opportunity to work with the belowmentioned institutions in various conferences and workshops regarding “employment”, “youth” and “women”. BPW Ankara members who desires to cooperate with Association of Youth Policies and Researches Development, got into contact with this Association and after the announcement of Youth Initiatives for Dialogue Programme and provided this partnership. BPW Ankara have already made a cooperation with Balkan Amfiktionia- Association of Young People of Balkan Countries and finished a common project study. This project is also about Youth workers called “YOUTH WORKERS, EQUAL OPPORTUNITIES AND GLOBALIZATION: GETTING A WORLDWIDE MOVEMENT”. The main aim of this project is to make a lobbying activity to state organizations and multinational companies about to protect and defend young workers’ rights who are working under
extremely bad labor conditions in a globalized system. The reason of BPW Ankara’s involvement to this Project is to make a contribution to destroy all kinds discrimination against young women workers.
BPW Ankara has already have good relations with Ankara University European Research and Implementation Center (ATAUM) which is a public training institution, and offered to be the associate to the Project. After having a positive answer from the Center, project study started. Relations between partners and associates will continue for 12 months as the duration of the Project and after the Project period, these relation will carry on within the framework of the sustainibility of the Project. Participation of the partners to the project will realize according to their roles and responsibilities in the Project. According to this work allocation â–ºBusiness and Professional Women Ankara-Turkey Club (Applicant Organization) ; â–ºTo define external facilities and risks regarding the Project and to create alternative strategies, â–ºTo revise the short, medium and long term targets of the Project regularly, â–ºTo establish an efficent organizational
structure among partners, â–ºTo strengthen the communication and interaction among the partners â–ºTo prepare the training curricula and to make its implementation, â–ºTo organize internal evaluation meetings, â–ºTo prepare interim reports, â–ºTo proceed lobbying activities, â–ºTo evaluate pre- and final tests, â–ºTo prepare the content of booklet, brochures and posters, â–º To administrate the e-platform and to give the training which will be prepared by the Project to at least 30 young people in every year to provide the sustainibility after the end of the fund, â–ºTo manage the project budget properly, â–ºTo organize the international conference, â–ºTo prepare the final report, â–ºTo prepare the final evaluation report â–º Association of Youth Policies and Researches Development (Partner Organization)â–º To provide the necessarry data for the E-platform, â–ºTo setup and to feed the web-page, â–ºTo establish and to activate the E-Platform, â–ºTo
support the lobbying activities at national and international levels. â–º To support the dissemination activities abd sustainibility of the Project, â–ºTo make contribution to the training programme which will be prepared through the Project, â–ºTo support the preparation of interim and final reports. Greek Partner; â–º To give support to the applicant organization in revising the the short, medium and long term targets of the Project, â–ºTo conduct screening studies and researches and in Greece and to prepare reports within the framwork of the preparation and research activities of the Project, â–ºTo give support to provide the necessarry data for the E-platform, â–ºTo support the preparation of training curricula and to provide its translation into Greek, â–ºTo provide the implementation of trainning programme to 100 young people in Greece and its translation into English and transmittance to Turkey, â–ºTo provide support to the Project Booklet in the
means of its content, distribution and translation (Greek-English) , â–ºTo make contribution to the dissemination, sustainibility and lobbying activities of the Project in Greece and around Europe, â–ºTo support the preparation of interim and final reports.
3.3 How will the project achieve sustainability? Is the project respecting the sustainable development and environmental preservation
The Young BPW Section of BPW Ankara undertake the responsibility of the countinuity of E-Platform and to give the training programme which will be prepared in the framework of the Project, to at least 30 young people in every year. As mentioned in above, sustainable development phenomenon has 3 different dimensions; social, economic and environmental. Individuals take place at the center of the strategies of the social dimension of the Sustainable Development. That’s why, to provide the individual capacity and to give active role to the individuals in all process are at the top of the agenda. Considering this priority, by the E-Platform of the STEP Project, needs and expectations of the youth will be determined and solution proposals will be developed. As regards to the economic parameters, to determine the measures that governments have to take on increasing the employment of youth in EU and candidate countries will be provided in the concept of the
Project. Moreover, it is aimed to make aware of young people about their rights by the trainings of the Project. Environmental Protection as the third dimension, will take place in the training programme modules. “European Citizenship” Module of the training programme is planned to include “Legal Rights and Responsibilities and Ecological Comptences”.
3.4 Will it have multiplier effects?
BPW Ankara is also the Turkish Representative of International Business and Professional Federation. This Federation has more than 100 clubs all over the world and all these clubs have also Young Business and Professional Women Sections. By the acceptance of the Project, BPW Ankara will inform all these Clubs and make an announcement about arranging the same trainings to the Young Women of BPW in all these countries. Consequently, It is predicted to increase the number of youth NGOs to 100 in the E-Platform and in this regard, to provide the knowledge and experience share among 3000 young people and to train about 1000 young people through the training programme which will be developed in the Project..






4. Expertise and operational capacity:
Please describe the following:
1.1 What are the experiences of your agency;/organizatio n in Project management?
BPW Ankara has an important place among the NGOs in Turkey with her activities as national and international level. Participatory Project Cycle Management- PPCM training which is not practically exist in Turkey yet, is given to the members and also publicly implemented by BPW Ankara. This training of BPW Ankara is certificated in cooperation with European Association of Education for Adults (EAEA). In regard of the Project management, BPW Ankara has succesfully prepared two EU projects this year. One of them is about the Women Empowerment which will be expected to be funded in the framework of Strengthening Civil Society in the Pre-accession Process: NGO Grant Facility Component A1: Promotion and Protection of Women’s Rights and the other is about youth empowerment in the context of Youth in Action- Youth in the World: Cooperation with countries other than neighboring countries of the European Union. BPW Ankara also have her own projects which were

4.2. What are the experiences of your agency/organization and your partners with regard to the issues addresses in your action?
The main aim of Business and Professional Women Ankara Turkey Club(BPW Ankara), which was established on February 2006 as the offical branch of International Federation of Business and Professional Women, is to develop the professional potential of women at all hierarchical levels. BPW International is one of the world’s most influential organizations, non-partisan, promoting its objectives without distinction as to race, language, or religion. It is the recognized voice of women in all professions and occupations. By benefiting the experience of the International Federation on institutionalism, personal improvement, career development, social responsibility consciousness, BPW Ankara Club has shaped her annual activity programmes. Young Business and Professional Women section is a part of the Club which is formed by young business women up to 30. This section is dealing with the problems of Young Businesswomen in the employment sector, creates
training opportunities for individual development, networking and confidence building etc., organizes workshops on reconciling work and private life and encouraging participation. BPW Ankara highly involves in women, youth and development issues. [1] The White Paper on Youth is an important document for the future of young people in Europe. It was launched in November 2001, after a one and half year long process involving young people, experts in the youth-field, national authorities and NGOs in the member States and beyond.
