To whom it may concern,

Arti-hayat (Plus-life) was founded as a friendship organization on December 21st (www.artihayat. org). It has more than 1800 members consisting of people employed in 135 various fields. Arti-hayat, as an exclusive organization, selects its members among university graduates it functions with the aim of transferring the synergy created through the collaboration of its members into the economic and social field. In this respect the Organization has changed its status and been transformed into the form of an association which encourages and supports social enlightenment and development especially through young activators. Thus as an NGO, we want to contribute to friendship and cooperation between Turkish and European young people.

We hope that he EU accession process will be carried out based on the rule of law and mutual benefit principle, with a long-term perspective and a rational approach. We all know that a new period started in the relations between Turkey and the EU with the launch of full membership negotiations on 3 October 2005. The EU constitutes an important example of regionalization that is taking place alongside globalization. With the accession of Turkey, after Bulgaria and Romania, the regionalization process of Europe will have been completed on a large scale. Particularly the accession of Turkey, with its young population and dynamic economy, to the EU is expected to bring vitality to the EU economy, which has an expected long-term annual average growth rate of around 2 percent.

The accession process will be considered as a comprehensive renovation and reform process, in which the development is accelerated and development gaps both within the country and compared to the EU averages are diminished. The accession process, which aims social development and transformation and will affect the entire society, will be carried out in a transparent and participatory approach. In this context, active participation and contribution of employer and employee organizations and other NGOs in the accession process will be ensured through multidimensional communication and collaboration with the public sector.

Growth and job creation continues to be the close and prior objective of the EU as well as Turkey. For Turkey to complete the EU harmonization process while becoming a centre of attraction in its region during the Ninth Development Plan period, it is stipulated that it should strengthen economic and commercial relations with its neighbours. In this respect we believe that social ties should be established and strengthen before economic and commercial relations.

On the other hand we are also unfortunately aware of the fact that there is a growing antipathy among the Turkish youth against the idea of being a part of the EU. One of the reasons for this negative attitude is possibly the fact that the fundamental principles of the EU have not been fully and appropriately recognized. Therefore the Turkish youth should be well informed of these principles.

We are working on a youth project (Promotion of the Civil Society Dialogue between European Union and Turkey: YOUTH INITIATIVES FOR DIALOGUE) to be submitted to the Central Finance and Contracts Units. It is open until 21/08/2007 16:00.

Via the application of this project we hope that current data and experiences will be shared in an effective and efficient way in terms of the EU. We think that the activities to be carried out in this respect will contribute to maintaining relationship between young people. Equal participation will be promoted and gender discrimination will be avoided.

Under the light of the issues mentioned above we kindly ask your help in order to assist us establish these ties among young people. We are planning to carry out informative seminars and workshops with your participation and actively involve in application of the project. We will finance all expenditures (travel costs, food and visits) and provide accommodation facilities in this period.
